For most teams its for the QB with a headset in their helmet, only one offensive player with the green dot is allowed on the field at a time but in New England it also designates all of the defensive lineman who have headsets in their shoulder pads,
all of the coaches in the stands videoing the opposing coaches signals and for the AV guy who cuts the opposing teams headsets in the last 2 minutes of the game

to show the refs that they have coach-player communications in their helmet, because there is a rule that only one player on each team can have it, (it was made because last year the falcons stocked up their whole team with them) and for all the people that are sayin this is a stupid question, its not, i had no idea what it was for untill i heard them talk about it on monday night football

It's so they can communicate with the offensive coordinator without having to run over to the sidelines after every play.
