Earthquakes occur when the earth plates(tectonic plates) rub against each other or drift away from one another.This can happen only in the place where they lie side by side which can be called the boundry for the plates.This boundry is called the fault.The force of the earthquake depends upon how much rock breaks (due to rubbing) and how far they drift in the case of drifting.So,if there is no fault anywhere inside the earth,there will be no earthqake at all.

You can't have an earthquake if there is no fault in the vicinity.

A fault is where two of the earths plates come together. When they move, the earth above them also moves. Imagine pushing two tables together and building a card tower over both of them. Then move one table towards you an inch. That's what's happening. The crack between the tables is the fault, why should a tower fall in a calm spot when the worst action is right there?
