Thats the link to the website. It was drawn in 2002, but i am clueless to what its is suspossed to mean!!!

It is intended to make fun of Republicans not acting the way they talk. Republicans are supposed to (and many do) hate big government (the little box on the left top). but after 9-11, the Republican administration set up the Department of Homeland Security, which is enormous. So the main part of the cartoon shown an elephant (a Republican) sitting on top of a huge number of buildings representing Homeland Security and saying that unlike "big" government, he loves "humongous" government.

A comparison would be if I'm known for hating large cars, and then I drive a huge car, and explain, "I hate large cars, but huge cars are a whole other thing."

The GOP (grand old party - Republicans) is always saying it's against big government, yet in 2002 after 9/11, they merged all the various governmental offices like Coast Guard, Marines, etc into the "humongous" Dept. of Homeland Security.

The GOP politicians created the huge, and therefore bureaucratic, Department of Homeland Security in apparent contradiction to their usual philosophy of "smaller government is better government."

I would think it would be related to the fact that Homeland Security is a big government involvement in our lives.
