Tack strips rarely get damaged. Look closely at the nails that are what hold the carpet in place. Are they still sticking up and look like they would hold the carpet? If not replace. If so, you should be alright. Around the perimeter of the room should all be good, look for damaged tack strip where traffic is. Between the carpet and another surface. And yes, all carpet needs to be stretched upon installation, unless your going to glue it down. Have Fun

Those strips are almost indestruvible. They will easily do the next carpet as well as the last one.

All carpet needs to be put in with a stretcher.
