There are several islands for sale in the Philippines. My sister bought one near Coron in Palawan. A lot of islands near Siargao can be bought.
Each of these islands come in different shapes and sizes, and therefore there is no one single answer to your questions. Some are sold with property and amenities to go with the land sale. Best to review the list and then inquire.

you can't. all land areas within a specified distance from the water's edge (forgot how many meters) cannot be sold to anyone except the government. so small islands will be covered by this regulation.
If you can buy a inland part of an island you can secure a developer's permit from the local authorities so you can build a resort (the resort has to be income generating so you can pay the tax).
If there is a local community living on the island, you can request water & supply lines from the nearest electric or water cooperative. If there is none, you will have to provide your own generator & water supply.

That would be really great thing to do.If i were to buy one, i'd choose the remotest island at all, maybe Palawan? or some area crossing border between Ilocos region and Cagayan region. I am good swimmer so maybe i can go for my own personal scuba diving exploration. It should be able to land a private plane on its own runway.
I dont know who would supply the heat and water.It wouldn't matter for me as long as I can shower or bath everyday(It is a must) settling for candlelight option i guess?
But i wouldn't reside there, only for vacation getaway.
What do you think? lol/ now i am passing the question back to you.

where in the philippines? coz i heard of some islands being sold but its not legal coz its not their property at all. you could always install, solar paneled roofs for electricity and purification system for water. yes you could land a private plane if the island is big enough and if you cleared some trees on it. otherwise, use the boats. :D
