I would say...due to the terminal velocity at which the rain is falling, and the tendency for water molecules and dirt molecules to bond, this will be a tough endevour. But hope is near! I might have some useful tips for you. You can do 1 of 3 things.
1) Do you know the little wood umbrella's that come in some fancy alcoholic drinks? Like in Hawaii. Well, get a whole bunch of those and shove them in your shoes. Now you have little umbrella's for your shoes!
2) You could find a bird, break its neck, take the feather's off, then use some sort of adhesive to apply them to your shoe. The natural oils in bird feathers make water run right off of them. Personally I would kill a few doves to do the job.
3) Lastly, you could tape some dead babies to your feet. This solves you getting mud on you shoes, but they could still get wet. Maybe a combination of dead babies and dove feather's is the solution.
