Why has Labor not come up with their own policies after being in opposition for 11 years. Why, after 11 long years, do they have to copy just about all the governments policy (eg tax policy 90% the same)? What have they been doing all this time - can they not think for themselves?

It is true that when two major parties adopt a populist stance on an issue, their policies will often end up being similar. This should hardly be surprising. That said, Labor also have a comprehensive set of policies of their own. On their web page one can find page after page of them, containing no shortage of points on which the ALP may be distinguished from their opponents. They are poles apart on industrial relations, health, education, child care, and the environment.

Parties in government have a pretty defined role and are dealing with the same current concerns and events. We wouldn't expect Labor to just magically pull rabbits out of hats and completely radicalise the way in which their government would respond to current issues. That would be naive. Of course the opposition's policies will to a degree reflect the current government's - but what we want to hear is how those policies can be IMPROVED upon and actually DELIVERED. And that's exactly what Labor are doing as well as putting forward a swag of their own initiatives. It's also prudent campaign strategy to agree with the government on certain things before an election, otherwise the government will make a big deal over some things and voters will be distracted from the bigger picture. Howard and co. have been most upset that Rudd and Garrett haven't taken their bait. We all know the tax cuts promises are just a blindside and at least Howard and co haven't been handed the opportunity to make it a winning focus of their campaign.

Would be nice to know what country your in ?

In the UK it's the Conservatives that have been in opposition for about 11 years !!.

That said it actually makes little difference, both parties have screwed the general public.

maybe the basic issue is that capitalism is working very well and Labor hasn't yet figured out how to promote their agenda without bashing capitalism on the way.
