aside from the offices specificly mentioned in the Constitution, the matter of voting and holding office was left to the individual states.

most of them required that a voter be a landowner of a minimum size, current on his taxes, as well as local resident and a white male.

Children, women, Indians, slaves, foreigners, travelers, and the homeless, plus those who hadn't paid their taxes, weren't usually permitted to vote.

Many areas also had no provision for an absentee ballot.
