I have a friend who's asking where he can file a complaint or leagal actions against to his own father who currently leaving in USA and abandoned them for many years?

Complaints of that type, assuming one could find grounds for some action (which is far from certain), would be under state, not federal law. So the state of the father's residence would be the relevant jurisdiction.

He'd have to prove damages, almost like a case of someone being molested many years back. He can't get financial support for the years the father was gone.. that's out. If he's under 18, his other parent can file for child support. Tough break there.

He'd have to do it in the USA in order to be able to enforce any judgment that he might win. Jurisdiction and Venue (where he needs to file) are determined by statute. He needs to speak with an american attorney. He can find one pretty easily by just using Google.
