why would a weaker opponent with less money and power wage war on a more powerful one? Let's say the weaker opponent has less money but has cunning. Slightly less cunning the more powerful enemy. Whats his goal in waging a war against someone who is more powerful? Does he actually think he can win?

He probably believes HE is right and the more powerful one is wrong. He expects the rest of the world will come to his rescue and defend him against the "big bully".
The other possibility may be the lesser power is EVIL and knows the greater power believes in GOOD so won't be heavy-handed in defending themselves, thereby taking advantage of their goodness.

Sometimes you fight on principle -- whether those principles are honorable or misguided. Sometimes there is no other option. The Karen people in Burma have been fighting a civil war (a clean one; they're not terrrorists) for six decades. They're outnumbered something like 30 to 1, but they haven't given up for all this time. Sometimes going down fighting is the best choice you have to make.

the weaker is the one who was attacked, power is most often aggressive, arrogant, etc. the weaker must defend it's self. by what ever means and has had success many times throughout history, due to logistics the unsung hero of all wars.

We have bombed the middle east about 145 times in the last 30 years and they hit us once, with about 1/2 the death toll of our bombings, or have you not been paying attention since the 1970's we have shelled, cruise missled, air striked, etc. with relative impunity, until they got back at us.

He has seen that he can waste the raw power and money of the larger state while he spends less. He makes his opponent weaken himself and yes, he can win.

look at examples from the past, not only did they believe that they could win, but they've won....
It's not about the size of the dog in the fight, it's about the size of the fight in the dog- ever heard that one? It is popular for a reason.
