I would talk to your doctor again and clarify exactly what has been prohibited during your pregnancy. You want to play it safe for baby's sake, and if certain activity is going to make you anxious and nervous, it's not worth it anyway.

What do you mean by messing around? And why did your doctor order no sex? Usually if a doctor orders no sex, then you aren't really supposed to be "messing around" to the point of orgasm, regardless if there was no penetration. Orgasm will cause uterine contractions, or can cause bleeding if you have a precariously attached placenta, etc.
The baby's movement probably is completely unrelated. But you should clarify your doctor's orders to make sure you're ok to do what you've been doing.
*edit: Why can nothing hit your cervix? Is it shortening, effacing, or dilating? Obviously there is a reason?
If you've had issues with shortening, effacing, or dilation, then like I said, orgasms are a no-no. An orgasm is a uterine contraction. And what causes a cervix to shorten, efface, or dilate? Uterine contractions!

I am sure it is normal and just a coincidence... don't worry about it. The baby doesn't know what's going on, it's just movin around in there. Just make sure you are careful and sticking to the restrictions that your doctor gave you.

When your heart rate rises so does your baby's and when you feel anxious so does the baby. I would say the baby was just messing around too..

if the doctors orders says no sex, it usually means foreplay as well... it mostly has to do with your heart rate
