Who says that have to overcome it?
When people tell opinion pollsters that they disapprove of Congress, they mean that they disapprove of the 434 members of the House and the 98 Senators that they cannot vote for. They usually do not disapprove of their own Reps and Sens.

It's for Congress in general, which is 47% Republican. It's probably related directly to Congress not overriding the S-CHIPS veto. That reflects poorly on the Republican members of the House, not the Democrats.
