ECPI is accredited by SACS (http://www.ecpi.edu/admissions/index.cfm?pgNum=3&sacs=1) so their credit should transfer without much trouble. There are some considerations. Many ECPI courses are vocational/technical and those level courses won't transfer to a 4-year no matter where you take them.

I also suspect that the admissions/registrar at most schools won't be familiar enough to know that ECPI is SACS accredited (I had to look it up because I thought they weren't), so you'll have to educate the school you want to transfer to.

Transfer of credit is not a right. It is variable and depends on the school you are transferring to. It's always best to check with the school you're interested in.
