Bush is a murderer, Bill Clinton did not have intercourse just a BJ. Bush is guilty of so many things that I can't see how he can get out off going Hague Court for war crimes, He has screwed up everything that he can find to do. He really is brain damaged he looks so old and his eyes and features just look like a mad man. If I was old Laura Belle and those twins I'd be scared after he leaves office to go to bed at night, because he is getting worst and worst. He needs help in the worst way because this last 6 and a half years has taken it's toll on him , he belongs in a Insane Asylum for the Criminally Insane, he has gone completely nuts in 6 and a half years. I'm not joking he has really lost it and you can't reason with him he completely lost what little he had to start with. I bet if you would give him another IQ it would in the 30 not 91 IQ, way below that 91.

Well actually some ppl argue that oral sex is not actually sex... that was Clinton's argument when he said,"It depends on what the definition of 'is' is?" He was saying if you mean oral sex IS defined as sexual relations then his answer was yes; but, if you mean did he have sexual relations as intercourse then the answer was no.
This was ultimately why he was not convicted btw... a poll stated 45% of American males do not see oral sex as sex.
Anyways, the bigger criminal... I would argue, based on the above statements, that Bush is the ONLY criminal... he is a war criminal and should be put on trial.

Even given your premise - Clinton is still the bigger criminal. Bush was elected by the people to do the job. Clinton used his position of power to get an underling to perform sex on him (sexual harassment). He got Monica unauthorized access to the Oval Office so they could consummate their relationship (breach of security). He got his secretary and other underlings to help cover the affair up (obstruction of justice). When caught, he lied about it - on TV ("I didn't have sex with that woman .... Ms. Lewinsky.") to the entire nation, and later under oath (perjury).
Since he had done exactly the same thing as governor of Arkansas (Paula Jones, Kathleen Willey, Juanita Broderick, among many others) that makes him a repeat offender!
So, in answer to your question, Bill Clinton is a much greater criminal than anything you think Bush is.

Well... if i must answer this question seriously. It depends what code of law you are referring to when weighing the individual's criminality; biblical laws? U.S. laws, international laws, lawyer's code, or your own moral standards.
Moreover, you are looking at two very distinct acts from the two individuals when instead, you should really judge them by all of their past actions. For example, did you know Clinton authorized missile strikes to Iraq when he was in power? Please see sources.

Funny, Sen. Waxman has yet to find a single infraction committed by Bush. Bill on the other hand was impeached and had his license to practice law revolked. No, they did not find him guilty. But by virtue of their having seen fit to pull his license... Hmmmm.
