Its starting to rust around the edges.....how do I get that off, and kept it from rusting more.

(I've had it five years so far, so its done pretty well - but I would hate to replace something unless its really shot)

OK it must be an American thing but, what is a shower caddy? lol:-D I don't know what one is but I usually remove rust with steel wool and then get some form of preservative to coat it from B & Q or shop similar.

The shower caddys you buy from the typical places are not meant to last. Once they start to rust you need to throw them out. If you want one that lasts look at Frontgate catalog or their online site and buy one that is meant to last. It will cost you some up front bucks but in the long run you won't have to replace it. You get what you pay for.

Use steel wool to get the rust off.
Then spray with rustoleum.

I usually replace mine after a few years.

Just cough up the $20.00. Any fix will likely take almost that much and then the time to fix it.....Jeez you're cheaper than I am. :-)
