i think its a pretty fair system , there have been some abuses , but over all it works

No. What actually needs to happen is a basic education of the people so that they will then know that their constutional right has been violated and they can then demand an adherense to the law which states:

Ammendment VIII

Protection Against Excessive Bail and Punishments

"Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted."

I know I could never aford a million dollars bail. I couldn't even make 10% of that.

Check the immigration status of everyone that is arrested, no bail if they are out of status, put a hold on them, then at the end of the case either deport then or after their time has been served
