The simplest arithmatic method is quadratic formula; correct?

I'm not looking for the answer; I just want to be clear that there is not an easier arithmatic method. Thanks

YES, you're right;-} just restate in normalized form:
(7/3)x^2+2x-27 = 0
Multiply by 3 to remove fraction:
7x^2+6x-81 = 0

If you clear the fraction by multiplying all the terms by 3 and then getting it equal to zero, it will factor, but quadratic formula will work as well. either way, I'd clear the fraction first.
