1. Create infrastructure that makes the place worthy of the tourist visit: hotels, roads, ski lifts.
2. Create a tax incentives to local businesses so they can plow more money into tourist enterprises.
3. Create tourist sites. Ski areas may be developed. Lagoons and swimming pools may be developed.
4. Offer tax-free or -reduced shopping. Offer secretive banking such as in Switzerland.
5. Casinos. Everyone loves to gamble.
6. Prostitution. Make it legal and available. But I'm just kidding--aren't I?
7. Festivals. Start one up. A movie festival? Book festival? Chili cookoff? Music? Garlic? Flowers? Classic cars? Birds? High school bands? Make it annual so that the interest builds from year to year. Ever heard of Sundance? Ever figure out how a little ol' town in Colorado got to have an international name? (See Bobby R for details.)

They need to advertise about what they have to offer to tourists and how interesting or fun their country is. They can also send videos to travel agents and offer special deals for tours.

Advertise the great things about the country like climate, location, cities, people, etc. through worldwide television or Internet with pictures and information.
