I went on AT&T.com earlier today and they only had the 8GB. Can anyone expand upon why?

If they have any left from the original shipments, then yes, you can buy a 4gb iPhone.

Apple recently announced that they are no longer going to make any new 4gb iPhones, so no new ones are headed to the stores.

They reduced the price on the 8gb model, so its a wash.
Here's a link to a story that describes the change. Its mostly due to the new touch iPods--they needed the prices to match the differences in features.
