California does it by county, and you can find the guides online. BUT, just a word of warning, they are not as uniform as you would think. You have to figure out some of the codes, they were assigned long before computers came along.

All of CA's zoning is online, I look for vacent lots that way all of the time. You have to compare it to the tax records to determine if there is a building or not.

Zoning ordinances are set at the local level -- city, town, or county -- not at the state level. You'll need to contact the local zoning board where you live or are planning to buy or build.

Checkout the local cities government website. That is where that information is usually at not at the state level.
