you need to either go to a tailor or get a new, and bigger costume. You could also add a ruffle on the bottom /w a sewing machine. hope it helps :]

Add a few colored bands at the bottom with a sewing machine, stapler, or fabric tape.
You could also add a "handkerchief" hem (triangles pointing down).

find a fabric that looks simalar to the one on the dress and sew it on.then tell everyone it`s supposed to look like that.
