I think you could try a matching dark blue color with black eyeliner/mascara. -- darker eye shadow colors make your eyes more intense/ sultry -- it's close to smokey eyes, but it'd match your dress. if finding the dark shade is too difficult you could just go with the smokey eye look. Also, you could use a light shimmery blue eyeshadow with midnight blue eyeliner from covergirl to do that blue effect, but it's also contrasting. -- it looks really good if you have brown/blue eyes.

tips:
- use liquid eyeliner for a more dramatic look.
- use lengthening mascara and an eyelash curler.
- use a natural lip color to draw attention to your eyes!

The more important question is What color are your eyes? If you are fair skinned with green eyes soft taupes or light browns will work well with a blue dress. If you have blue eyes, gray hues will be better for that "smoky" look. If you have brown eyes, wear a light bone color or shimmery pinks. DO NOT wear blue eye shadow.

If the dress is navy blue, then probably a shaded, glittery dark blue. I mean like dark blue, but shimmering and kind of spread out. Not a lot either. Enough so you can tell that it's there, but not so much that you can see it from far.

hmmm I think with a blue dress a gold tone shadow and dark brown eye liner would look best.

If you have brown eyes, you can use some blue shadow as a highlight colour. If they aren't brown, stick to neutrals like taupe, brown & greys. Silver as a hightlight colour is great too.

You could try a dark blue shade. Darks look good with darks. Or you could try something with glitter, that would look great. Hope this helps. Luv Ya!

Depends on the accessories, either silver or blue would look nice though I think.
