It's from the Frog language.

Respondez S'il Vous Plait or R.S.V.P translated into a Human language, means "please respond" (i.e. let them know (1) you have received the invitation & (2) whether you will attend or not)

Mind you, why would you want to turn up for snails & onions anyway?

It 's French. It means you need to call the host/hostess to tell then if you will or will not attend.

It's rude not to. It's hard to plan food and beverages without a headcount.

If it says regrets only then you only need to call if you are NOT going. They'll assume you are if they do not hear from you.
