It's from the Frog language.
Respondez S'il Vous Plait or R.S.V.P translated into a Human language, means "please respond" (i.e. let them know (1) you have received the invitation & (2) whether you will attend or not)
Mind you, why would you want to turn up for snails & onions anyway?

It 's French. It means you need to call the host/hostess to tell then if you will or will not attend.
It's rude not to. It's hard to plan food and beverages without a headcount.
If it says regrets only then you only need to call if you are NOT going. They'll assume you are if they do not hear from you.

It means to call them before you come to the party, so they know if you're coming or not.

i think it is an abbreviation of a french phrase, something like "responde si vouz plai" which means, please answer.
