Well those are cartoons, so you would be inventing it. I would use stiff curtain interfacing and paint all my colors on, then cut it out and open up the seams of the clothing, and then re-sew the seams with the objects in between so that they stick out.

Well for the things on the side of your head take a head band and attach carbboard cutouts of them, for the tail take some felt and make 2 circles and put the lines on them and have someone to sews sew them together and stuff it with cotten. The sew it to the back of the pants. By the way is this supposed to be a fish or somthing?

Yes, I'm good at crafts. You can see pages about my history designing stuffed animals inside my eBay store in several history and instructional store pages I created there: http//stores.ebay.com/fantasycreations
You need to sew, not glue anything that is going to need to be washed. Stuff it with polyester fiber which you can get at sewing or crafts stores, or at Walmart, etc. Do you have a pattern for the parts you are asking about? You'll need to create a pattern with paper. There are lots of fabric possibilities. If you go to a fabric store and ask them to help you they should be able to guide you to several choices. If you are going to wash it do not use felt. Tell them if you are going to need to wash this in the future. If you buy a fabric that will shrink, like a cotton, you'll want to pre-shrink it by washing it in hot and drying it in the dryer. You don't want it to shrink later and ruin the look of the piece. Good luck, Becky
