If lines are parallel they will have the same slope. Your lines have slopes of 3 and 1/3 which are not equal (obviously) so the lines are not parallel.
The slope + y intercept form of the equation is y = mx + b where y = slope of the line and b = y intercept. Your equations become
y = 3x + 2 and
y = 1/3x - 4 or 3y = x - 12
