Almost always, so as to give my most honest reply. Sometimes, though, I might read with no intention of answering, and an answer (or the weight of all the answers) will inspire me to jump in, especially if I want to counter the prevailing gist.

I usually do, because I know what I want to say, and then I read the other answers afterwards.
Sometimes, if I think it likely that others have already given the correct answer or the same answer as me, I will read the other answers first, and only post if I can add something that has not already been said.
I hate it when I post my answer only to see that someone got in just before me with the same answer!
