definetly strapless - but if you r having trouble and constantly find yourself pulling up the bra, then i suggest you find a bra that has invisible straps- that way it will not whow- but at the same time, u won't keep pulling up the bra!

strapless if you can make it work, but you might want to be on the safe side and go for straps (i probably would)....especially b/c its for halloween and you don't want any unexpected 'trick or treats'
