Save yourself money and get a critter keeper cage right from the beginning--it has a sliding locking screened lid. Snakes escape easily from other types of screened tops--it happened to me! This type of cage will run around $45.00 for a 20 gallon and that is a good size even for an adult milk snake.
Aspen shavings for substrate: $5.00/bag.
Under tank heater: $20.00
Digital probe thermometer: $10.00
Hiding logs/caves/plants: $20-30
Water bowl: $7.00
Frozen mice: $30-50 (shipped)

I'm using pounds, but i'm sure you can convert.
Snake - £60-£120
Vivarium (should not be kept in a tank) - £100, but if you can't afford that yet, a £30 viv will suit a baby and you can buy a bigger one in 6 months
Bedding - £0, it's a snake not a hamster, doesn't need any
Light fixtures and bulbs - £30 (could spend an extra £50 and get a viv with lighting already installed)
Thermostat (not essential but highly recommended) - £15
Substrate - £5 worth of wood chip should do
Wood branches, rocks, various interesting pieces - £20 if you buy from the shop, free if you find them outside, but you need to buy a special cleaner, I boiled mine, but since been told it's not the best idea.
Mice - 50p a week at baby stage for a pinky mouse, £4 at adulthood for 2 full grown mice (never feed a snake live mice, the mouse will be just as likely to injure the snake as the snake is to eat it, and it trains the snake to strike at moving targets, eg - your hand)
Thats all I can think of atm, I'm sure there's something I missed though, but other people will probably add if there is.

It is my undertsnading that young milk snakes do well in a 10-15 gallon tank ($20-$30), Bark Substrate ($5-$10), Screen Cover w/ clamps (~$12), Clamp Lamp (~$10), UVB Bulb (~$8, expect to replace this every other month or so), Water dish ($5-$10), Shelter ($5-$10), plant, or log for climbing ($5-$10) thermometer ($3).
All together a max of about $100
FYI, milk snakes do well in a small tank when they are young, but as adults require a 35 gallon or larger habitat, so plan on upgrading as your snake grows.
Aquariums are often for sale in the Classifieds section of the newspaper or on Craig's list. You can also often find great deals on pet supplies at thrift stores.
As far as food, I think little pinkies go for about $1 a piece, crickets may also be an option, they are cheap .10 a piece.
