Dare someone to drive naked to a self-service gas station, get out naked and casually pump gas. You could also dare him or her to go into the snack area (still naked) and pick out some snacks.

I have a friend who got naked during a game of truth or dare and he spent 8 months in jail and now has to register as a sex offender. Worse yet, he was 13 at the time, and he didn't touch anybody, nor did he touch himself. It just so happened he did it in front of a girl who was also a minor... she was 13.
