Take it to a real mechanic. Replacing the battery and serpentine belt indicates that someone doesn't have a clue and will just keep replacing parts at random until you run out of money. The battery light being on usually means the alternator is bad. If you know the alternator is working when the light is on, then the body computer that works the light might be defective. The alternator output needs to be checked while the light is on. It could be intermittent.

The red charging light is supposed to come on when the alternator is not generating a sufficient voltage. Your alternator might have passed the test, but is intermittently failing especially if it has over 130000 miles on it. Make sure the battery cable connections are removed and cleaned with the wire brush type below. A Digital Multi-Meter DMM($15 Sears) is simple to use and check the alternator's charging voltage at idle yourself. Simply set it the the 20 Volt DC range and hold the DMM probes on the two battery terminals. You should always read 13.5 volts or more up to 15 volts maximum with the engine idling and no big power accessories on in the car.
