Actually, doing math is very different to being able to count. :-)
You should change it to those who can count and those who can't, it sounds smoother like that anyway.
They should go back to the old days where they had two exams: Maths and Arithmetic.
My computing teacher used to tell us there are 10 kinds of people in the world, those who read binary and those who don't.

ahhh, sadly yes. but. math is a very broad subject from theoretical euclidian geometry to 2+2...
im a structural engineer, and i think i do quite well in my calculations, but my math is simple, angles, load bearing, span calculations, area volume blah blah blah... and after 35yrs at it, its simple and easy... my kids are in awe... and yet, outside what i know and use every day, i don tknow a whole lot... i cant do calculus, i cant do well, lots...
my dad couldn tread or write, but jeez could he count. he worked to 4/10s of a thousand of an inch, by hand... calculating turn speeds and rotor diameters in his head.. and he worked on both Concord and the Sea Harrier...
i taught my daughters to count age3 with the hungry catterpillar... by Ks2 they were doing Ks3 math... but all i can teach them is the basics, and a few shortcuts... (which is frowned on)
everyone can count... everyone has the ability to count, but sadly not everyone gets taught to count...

No, math requires practice and concentration, which most people do not want to give. So they take the easy way out by saying it is for the elite

ok as a mathematician myself nad a teacher i teach those that find it difficult to see math. so i make math very visual. math is all around you and everyoen can do math but cant see it!
