I am going to be a flapper this year also. I bought a cheap black dress at Salvation Army and cut it up a little to make it more "flapper"-like, then sewed a row of fringe around the bottom. It was a little bit time consuming since I had to do it all by hand (no sewing machine) but I think it looks a lot nicer than the ones you see in costume stores, and it was a lot cheaper. Then I am adding a boa and long gloves I already had.

You can get one from any boutique - it's a shapeless tunic-style dress, either without a waist or low-waisted with a slightly flared skirt, and either short-sleeved or sleeveless, with a round neckline. Buy one you'll want to wear after Hallowe'en. Just add long necklaces and long earrings, Cuban-heeled shoes and a glittery sequin headband for the look.
