and a low tide is a neap tide ?

A spring tide means that the difference at that time between a high tide and a low tide is very great. Therefore giving a high high tide and a low low tide. A neap tide means the difference between the two opposite tides is very small. Hope this helps.

No; if the difference in height between a high tide and the low tide over about a half-day, is maximum, then it is called springtide.This happens when the moon,sun and the earth lie in a straight line(fullmoon day or newmoon day) so that the tidal force of the sun reinforce that of the moon.
If the above range is minimum,then it is called neaptide.This happens when the sun and the moon are separaed by 90 degrees when viewed from the earth (first quarter or last quarter)and the force due to the sun partially cancel that of the moon.There is a seven day interval between springtide and neaptide.

Spring tide - tide of maximal selection; neap tide - tide of minimum selection. Spring tide happens whilst solar and moon are aligned with Earth...and neap tide happens whilst they type precise angles.
