Beaker, from the Muppets. All you would need are a lab coat, a black tie, and a cheap red wig or temporary red hair color and some hair gel to spike it. So what if Beaker is a guy?

Go as a mad scientist...White lab coat, oversized accessories, tease up your hair to make it look wild.
If you want to add a little macabre to the outfit, sprinkle on some fake blood. You could get a ventriloquist head and carry it around with you saying that you reanimated it...have it talk to the kids when they come up...that sort of thing. If not a head, you could "invent" some other wild animal creation...I'm sure you could find something you could adapt to your purposes without spending too much.
