My dad said to make phoperase and paint and then black light or something like that

There's a difference between a fluorescent object (reflects light very brightly) and a phosphorescent or glow-in-the-dark object... both will glow brightly under a black light but flourescent items would not glow on their own in the dark, where as phosphorescent ones will continue to glow without any source of light (at least for awhile... then they'd need to be "charged" again with regular light to glow on their own again).

Btw, are you looking to make just the TEXT "glow," or objects, or what?
If it's text only, you could paint it with fluorescent or glow-in-the-dark paint (or make your own paint as your father suggested), or I suppose you could do it in reverse by buying a sheet of fluorescent poster board then creating your text or drawings in black on top of that (the lettering would show up as black on a glowing background).

The main problem with both of those ideas is that to show up, the flour. or phosphor. items would have to be viewed in the dark. How are you planning to do that? The light from flour/phosphor objects is usually too dim to be seen as "glowing" in regular light. I guess you could create your text or some objects inside a box or other enclosed area, perhaps with a black light inside, then have a peephole in the front so that when people put their faces to the hole, they'd block any light getting in and be able to see the glowy text or objects.
