I try to move the tab bar but I wont move. My screen and everything is to bug. it needs to be smaller.

Right-click on the Desktop
select Properties
cl the Settings tab
on the lower right, where it says "screen area", drag the slider to 1028 x 768.

The most likely reason is: you do not have the correct driver for your video card/chip. If you reinstalled your OS and didn't install the driver, the OS will load only the default driver, which will not let you change the resolution. You need to find out wich video card you have, and download the correct driver, after installation, you will be able to tweak your resolution

It sounds like your video driver is not loaded or not running correctly. Check the device manager for a yellow exclamation point next to your video card. If it is there, delete it, then download and install the latest driver for your video card and reboot your computer. Your problem should be solved.
