I would go over your lecture notes and textbook. If you're still stumped, I would ask your teacher for more clarification.

I haven't read this book but I heard it was really good. It's by Christopher Hibbert and it's titled "Days of the French Revolution." You can see if your local library has it in their collection.

Another book I intend to read is by Columbia history professor Simon Schama called "Citizens: A Chronicle of the French Revolution" (I think I recall using it as a source for one of my college papers).

In a nutshell, the terror courts were orchestrated by Maximillien Robspierre, the proverbial nutcase on the Committe of Public Safety. It was his way of "purging" anyone who was against his regime in France.

If you have an MP3 player, google UC Berkeley Podcasts and scroll down to History 5. There are lecture notes from a European history course from a professor who truly knows his stuff. He has a lot of material on the French revolution. If you have an iPod, go to iTunes U. and look up UC Berkeley's podcasts and look for History 5.
