South America was mostly settled by people from Latin Europe (especially Spain and Portugal) hence the term Latin America. In this sense the word Latin means the Romance Languages (Spanish, Portuguese, French, Italian and Romanian) rather than referring to the Latin language.

The countries of Latin America (basically everything south of the US) were colonized by Spain, Portugal and France, all European countries with languages derived from Latin (romance languages).

Not quite sure exactly what you mean. However, the name 'Latin' America does not mean they speak Latin. It merely means that the area was settled by Spain and Portugal (which have been known as 'latin' countries). They speak Portuguese in Brazil and Spanish everywhere else (plus, of course, various indigenous languages)
