Are your friends going as the other characters from The Shining? If not, I don't know how you would convey the idea that you were Wendy. I can't think of anything about her that would need a costume. She was very thin, and had kind of lanky straight hair. Other than that, I'm out of ideas.

Dress like Olive Oyl (from the Popeye movie) with a large bloody knife sticking out of the costume.
Shelley Duval played both parts, movies released same year.

white turtle neck ($10), blue pullover housedress ($10), some dark circles (some makeup) under the eyes.
like she had on at the beginning when they were eating sandwiches.
and of course, a big steak knife (home) that she cuts jacks hand with.
use corn syrup and red and blue food coloring ($2)for some fake blood.
