Its just part of the title, referring to THE states

To be exact.
"netherlands" refers to low places. There are netherlands in many countries, but only one The Netherlands.

Many kingdoms have been united. Ferdinand and Isabella united two kingdoms to form Spain. However, there's only one country called The United Kingdom.
