I am the second to the youngest in my family. (In Tagalog, Pangalawa ako sa Bunso.)
Is above correct English? Or should I say, I am next to the youngest?

Either way the meanings the same. I'm second to the youngest in my family too. I usually say I'm in the middle since there's three of us.

No, I am the second eldest or the fourth youngest. There are five in the family.

Both versions are correct, Sir Aref, although "I am next to the youngest" is more concise.

My sister is the youngest and she can talk for England! It's non stop chatter from her and sometimes it can get very annoying but she's sweet as well so yap on!
