How old are these kids? For younger kids, something cute like this could work:
"Drugs are no treat."
"Candy is my anti-drug!"
For older kids, it is harder. They are more likely to respond to the "corniness" of anti-drug campaigns and slogans than really absorb the message. I am not a fan of the "scare them straight" ads, so I DO NOT recommend pictures of the effects of drugs on a person or anything dealing with death to connect it to Halloween.
I'll have to think about that one.

How about these? "Don't DO drugs, say BOO to drugs!", or "Don't let someone TRICK you into doing drugs, TREAT your body right!" Something like that? Hope they arent too lame. I don't know what the age ranges of the kids you are trying to reach are. These would probably be ok for youunger kids. Hope I could help! :-) Happy Halloween!
