i.e. marriage counselor, school counselor, drug counselor
someone who advises you on all aspects of a specific subject

If you are referring to a school guidance counselor, they are employed by the school district to help the students work through issues both in their school life and home life. They have training in social work and psychology. Other counseling is done by psychologists in private practice. These either are licensed clinical social workers or have a masters degree or doctorate in psychology.
