should i try to have it flushed or change the water pump? the antifreeze will not move out of the overflow.

the over flow is what it stands for.
depending on the vehicle you have you will probably not see any flow unless it is a separate entity from the cooling sytem

Don't panic. As long as the thermostat is closed only a very small amount of coolant circulates. Such a small amount that you can't even see it. Especially at the top of the radiator opening. Leave the radiator cap off with the opening in the highest position by jacking the car up slightly. Start the car and the water will start to circulate as the dash needle reaches the normal operating position. If the needle soars past the normal zone the lower radiator hose may be collapsed closed. Do all these checks before considering messing with the water pump.

How do u know it won't circulate? Be specific, I'm a mechanic and I'm here to help people but many times the questions are too vague and general.

Take the thermostat out and start the car, if the water is moving the pump is good, If you're working on it , it's cuz it's overheating I assume. If the water is circulating put the thermostat back in, hook the hoses and everything, , start the car and let it run, when the temperature gauge reaches half your fans should COME ON, if not, your fans are not working

It doesnt circulate from the overflow,its when the overflow is empty that you have problems.A water pump doesnt pack in like that it leaks but still circulates the water.For the water pump not to pump water the belt or the impeller would have to break

Did you try to run the car without a thermostat to make sure the water pump is working???

Did you test the thermostat by dropping it in boiling water and removing?

Are you looking in the radiator to see if it is moving? - the overflow will not move unless it overheats

Make sure that none of the hoses have been kinked or clasped on it. It is most likely that the thermastat is stucked closed(even new ones dont work sometimes) or like you say it would have to be the pump.

Providing the car's not overheating, it's working fine. It shouldn't overflow anyway, that's only for when it does overheat. Have you tried running it with the cap off and looking for signs of circulation once it's warm?

You didnt say what type of car it is.But if it is a newer one and the rad is lower then the engine it has an air pocket in the engine.you have to pull a vacume on these to get them full.
