It's the most accurate because tampering leaves a detectable trail which helps deter others from trying to skew the results. Several things can go wrong with paper ballots including stuffing and disappearance etc.

I am more concerned about fraud using electronic voting machines than I am about fraud using paper ballots. It seems so much easier to manipulate the results.
