If you mean to improve the actual phisical design then look into CAD programs. I prefer one called rhino. Some are easier to use and some take years of school and use to effectivly use. You'll need to know what parts you're putting in there so you can alter your design so they fit. Then you'll have to find a fabrication place to produce your CAD drawing, depending on what materials you want to use you'll need to find different companies.
If you want to re-design the internals and mean creating a new laptop by making your own circuitboards and technology good luck. This is way too complicated for the average person. You have to go to years of school to get all the theory and math involved. You could learn basic circuitry but anything you could make on your own would be so simple.

Not trying to burst your bubble here, but how would you go about inventing something by downloading something someone else already has to improve a laptop.
In all actuality you probably don't have even close to the resources it would take to do what you are talking about.
Laptops are cheaper now then they have ever been.
You can purchase a starting computer for under $500.
You can by the top of the line in laptops now for around $2,000.
You starting from scratch and fiquring all the internal components that would work, and the cost, not forgetting the time involved it is way cheaper to buy than tryimg to re-invent the wheel.
You see there are so many folks out there that are trying to invent different things in hopes of there idea becoming the industry standard that everyone that owns a computer needs what you have. Good Luck in your endevours.
