Disputes go 2 ways with Ebay.. counter the dispute with one of your own. Say the seller did not give you all the shipping information and even though you paid 50 the guy is not giving it to you.. He should have given you the total amount at the closing of the auction.
If you went through Paypal its going to be easy to get your money back, if you paid with a money order or check you need to have the receipt to prove you made payment. Ebay is there for you don't let it go, if this seller is being disreputable they will slam him good!

Pay the 4 dollars and try to get your investment. Once you have the item, be sure to make as many complaints as possible to warn other users to NEVER USER THIS EBAYER. Then, next time you use eBay, save screen prints of every transaction from the time you are viewing the item and each page until the transaction appears complete. Lets all work together and try to get these con artists out of eBay, it used to be a great service.

Find out what the $4 is for and if it was stated in the ebay listing that it was required. If it was, sent him the $4, if not, let ebay handle it.
I think you can also file a complaint against him for not sending it. It's been a while since I have been on ebay. I used to sell on ebay full time until they changed the fees and all the rules. I am not an ebay fan, to say the least.

you haven't got the item yet, so you owe nothing til sent, but all you need to do is look at the page, read then check your pay-pal account. that is all for now..( just to make sure you are right about post and money is paid.
E-bay will check your pay-pal account to check if paid, so just write them a little note stating your defence.
Buyer has more rights then seller, so you should be fine. sounds like this person is trying it on. check his feed back and you can get in touch with others to see what they have done, e-bay has all this stuff on file, so they keep a close eye on these things.
You paid what was needed, don't give anymore, if they got the postage wrong,it's their bad luck, maybe if they weren't so fast to defend then maybe you both could have worked out something better or you might have sent the money later and surprised them. who knows... but your in your rights. E-bay will demand money back, so can you if you haven't the item.
it sounds like it was down to you if it was registered post, not them, his mistake, should have sent it by normal post. E-bay annoys me at times.

pay the $4.00. if the seller has the $4 as an additional fee that you may have overlooked, then he is correct and will win the dispute and you will lose your money. see if you can give him a call or email and ask him about it. just let him know that you didnt understand what registered post meant. i make sure i always check extra fees like insurance (which some sellers make required).

First, if the seller did not stipulate the 4 dollars for Registered Post in his postal charges then you can argue the case with Ebay, hopefully you can still access the web-page.
If you have paid him the money its not ebays job to get the money back for you.
Registered Post means you have to sign for the delivery and the item is insured in case of loss while in transit.

I would check to see if there are other complaints with this seller. If so, then contact ebay. If not and they are popular seller, I would pay the other $4 maybe. But one way to always protect yourself is to pay through paypal. I had a bad experience with a seller and paypal refunded all of my money.

If you are allready out $50, the extra $4 does not seem like too much for shipping. You can also ask them if there might be a different way to ship you can both agree on.

Please report this vendor to eBay and let them investigate. It sounds like it may be a scam to have you pay more money. The item may not exist.
Contact eBay directly through their website not through any emails you may have received. There are a lot of phishing e-mails being send.
EBay can handle the problem.
Meanwhile, try to relax.
