It is relatively safe in both countries, but I prefer the Philippines because of our historical close ties and common language.
As has been pointed out you are at risk no matter where you are,, Thailand Philippines or even America. You should always use a degree of caution and common sense no matter where you are.
In Special Forces we had certain unwritten rules when out and about. Some of those rules might be of help.
First, be a good guest , be respectful and do not draw attention to yourself.
Do not go to crowded facilities especially political rallies and other potential targets.
Always watch your surroundings. Know where the exits are and watch for the unusual or odd activity.
Do not drink from open containers
Sit with your back to the wall and facing the crowd.
Do not go alone. Travel in a group
Avoid confrontations. When someone braces you let them win and move on.
Do not be ostentatious. Do not flash money and jewelry. Dress down and separate your money into small usable wads.
Make local friends and follow their advise.

You do not need to live in fear but you should be cautious no matter where you travel

Personally, I'm in Manila right now, so I'd say Manila, though both countries have just about the same level of security.

However, both places, as with anywhere else in the world, have their share of problems. EIther in Manila or Thailand, not having common sense will definitely get you in trouble.

If you're staying in the main cities, then you should be fine, but that doesn't mean that you shouldn't keep your wallet close to you (try that in new york city and get the same results. hehehe....).

Read about the current situation in each countries and evalute yourself.
Have you heard about the bomb that exploded in a shopping mall in Manila that killed 11 people and injures some 100 over shoppers and bystanders last weekend?

Both are safe place to travel as long as you exercise discretion and common sense. You'll find the same con artists and hustlers that you'll find anywhere else, but most Filipinos are hospitable, friendly and helpful. <*-*>

no place are 100% safe in this world but heaven! you must ready yourself before go to travel...travel with group,emergency tel.no and always keep your smiling.
