Even in middle class housing you are expected to repair your own damages. If she fixes the hole you will still need to pay for it, it is your hole.
City hall isn't going to do anything. They do not expect low income housing to be high maintenance.

Obviously you are unhappy and, yes, it would be nice if the landlord fixed it. However, it is easy to fix a hole so how about this: do it yourself?
This way, the hole will be gone, you can resume enjoying your home, and you can take pride in taking action rather than waiting for someone else to take care of you.
You can find tips online on how to repair a wall, you can ask a friend to help you, and I'll bet if you asked a contractor to help you because you have little money, you'd find someone to do it at a very reasonable price (or even for free!).

Why should this landlord take less than market rent simply because you have a hole in a wall ? Has the hole in the wall made the premises uninhabitable ? Sorry, but I have to agree with the first respondent.

its land lords responsibility to do major repairs, and regular normal maintenance, if these things were wrong with the place before you moved in make sure you have it documented so you don't get charged for damages when you leave. if you caused the damage expect to, as a minimum, loose your deposit. you do not own the property and can not be expected to do any costly repairs unless you get reimbursed for the expense. it is your responsibility to replace things like light bulbs etc unless the landlord has installed some fixture that requires some ridiculously expensive bulb or something

Look, if it is bothering you that bad, you can either move, or fix it yourself aand stop it with the knit picking. Renters get an attitude and expect their light bulbs to be replaced and toilet paper replaced when they are used up. I think it is time for you to step up to the plate.
