"that" means whatever you want it to, for me it means, "I would do anything for love...but I won't eat raw squid!" But to others it could mean various other things.
I believe Meatloaf did this so that people could imagine whatever they wanted to in place of the word, "that."

That means he has boundaries. And so should we all. There are always things we would prefer not to do and you should be able to tell your partner that without fear of recrimination. You may not want to "swing" or oral sex or a third party or do drugs, anything that goes against your principles, morals or desires. That's what that is.

In the song "paradise by the dash board lights" the girl is asking the boy to "tell me you love me, tell me you need me" and the boy is unwilling to say it (it's a guy thing about committal)!
Thats what "that" means

Unless the author explains it, it could mean anything..
I think there are always conditions to any closed end statement, especially when it comes down to unmeasurable qualities. You've heard the saying, "I'd give my right arm for that .........." When it does come down to the time to give my right arm so that I could have that......., of course I'd renege on the deal.
